The thing about legislators is they make hamburger. I know that is an odd phrase and hard to find meaning in, but it is true. Congress is formatted administrative combat to decide what bills become law. When you approach a rep hand the a bill. Reps get many calls, complaints etc in droves and waves. Throngs of folks want stuff and approach reps to get it, needs met or whatever. But if you hand the person a bill, they leave with something other than your words. A bill is not terribly difficult to produce on 1 sheet. A title suggestion.
