what has worked for me is when someone wont file a report is to ask for a supervisor or escalate the call. In most cases, that method works.

I’ve been to the local sheriff’s department and talked to detectives who refused to even allow me to file a report. I was told, “oh, it’s just like the social security scam.” I have no idea what that means.
